Emote already exists on Twitch, but the channel that has them doesn't exists anymore/got banned for unspecified reasons. So only a handful of people can even use it right now. I can get in contact with the ex-Streamer but I'm not sure how a permission has to look, since he can't communicate through his twitch account anymore. I'm fairly positive that he won't mind though.
